Most safety programs are really a collection of
answers to a single question, asked one job at a time: what could go
wrong here, and what are we doing about it. A Job Hazard Analysis is
the tool that makes asking that question systematic instead of
accidental.

Breaking a job into steps first

A JHA starts by breaking a job down into its individual steps, in
the order they’re actually performed — not a general description of
the job, but the specific sequence a worker follows from start to
finish. Skipping this step and jumping straight to “hazards” tends to
produce a generic list that misses the hazard specific to step four of
eleven.

Involving the person who actually does the job

A JHA written entirely from a safety manager’s office, without
input from the operator who performs the job daily, routinely misses
hazards that only show up in practice — a tool that’s awkward to reach,
a step that gets rushed under production pressure. The most reliable
JHAs are built with the operator present, watching the actual task
rather than an idealized version of it.

Why controls follow the hierarchy, not habit

The recommended control column should default to elimination or
engineering controls before landing on PPE or administrative
procedures — the same hierarchy of controls that governs hazard
response generally. A JHA that lists “wear gloves” for every hazard
without considering whether the hazard could be designed out first is
usually a sign the analysis was rushed.
